OBJETIVO

The urban device its coupled to the main mobility systems of the slum, building the relations of the public space along the dimension of the stair in three operative strata: the first, in contact with the Street; its conceived to provide medical and assistive services with a construction of 85m2, the second; a 140m2 platform its design for multipurpose programs, neighborhood congregation activities, workshops and spaces of cultural expression and exhibition; the third platform of 200m2 its conceived for sport activities.

CONTEXTO

The Project is an alternative of public and cultural space in geomorphological complex slums it establishes a hybrid alternative to public empowerment, based on microsurgery operations upon the territorial mesh. It establish a programmatic stratification and a constructive logic form over the territory and constructive logic that accomplish to find in the aerial space opportunities for the deployment of public programs, through active and collective protocols for the physical and organizational rehabilitation of self-constructed and organic growth areas of the city. The intervention happened due to a change of the territorial laws that establish the community as geopolitical cells called community councils: this structure of territorial power management allows them to map, discuss, evaluate, diagnose and prioritize their problems, needs and demands with a high level of participation, thanks to its flexible and horizontal itinerary. This cells are constitutionally validated, establishing new ways of governability and assemble a legal scaffolding able to canalize the public resources through collective discussion and voting.

ACTUACIÓN

The intervention has fulfilled to dilute the boundaries between an urban 70´s housing plan and an informal growing mesh as it articulates collective activities that benefit the citizens of both urban conditions. It also has accomplished to conduct the territory´s political strength in the slum area, organizing the sporting a cultural groups to manage politics in other ambits. The project has been an opportunity to understand urban bottom-up processes cooperatively, and to take distance from the recurring populism in Latin America at the same time that it takes us closer to approximate technologies for the knowledge transfer of citizen practices and local intelligences in these informal context. In that sense, a project that could have been finished in 7 months, took 7 years to conclude, because it is easier to build infrastructures than social relationships. Nowadays, the intervention benefits 600 hundred families which are 3.000 inhabitants, the regeneration is still going; reporting more than 4 hundred painted houses producing micro economies that consolidate the social structure.
