OBJETIVO

Corruíras Social Dwelling Complex was deployed in a steep property close to the stream of Água Espraiada, based on its unique condition to have a better perception about the terrain and landscape. The project was conceived considering these conditions, as it deployed the two blocks that form the complex in a staggered manner, with accesses from both the upper and lower routes, making good use of the unevenness, both for better using the ground, which allowed an increased number of housing units (244) and floors (7 and 9), and also for encouraging looks to the inside and outside of the buildings, aggregated by the adoption of the transparency of hollow and drilled elements in circulations. The option of enhancing the horizontal circulation with walkways as the structuring element and articulator of the blocks reinforces the idea of the collective space as a place of exchange, with reference to the balcony present in the "Brazilian House", with a view to the inner courtyard. Complementary spaces make up a network of possibilities of uses and leisure activities, such as recreation, reading and study. Level 777.50 comprises the halls for shared use and reading/studying area ant Level 772.06 comprises the central courtyard. The housing program consists of a combined dining room and living room, with a small balcony that provides good lighting and ventilation, two bedrooms, kitchen, laundry room and bathroom that may be adapted for people with special needs.

CONTEXTO

The Corruíras Social Dwelling Complex is inserted in the Jabaquara Sector of the Águas Espraiadas Consortiated Urban Operation and it was proposed to ensure the reallocation of 244 families living in the Favela Minas Gerais. The Urban Operation is a "set of interventions and coordinated measures carried out by the City Government, with the participation of owners, residents, permanent users and private investors, with the purpose of achieving, in a certain area, structural urban transformations, social improvements and environmental appreciation" (Estatuto das cidades, Seção X, Art. 32, § 1st). The area of intervention of the Águas Espraiadas Consortiated Urban Operation comprises a total area of 1400 hectares and it is located in the South side of the city, an important investment vector of the public power and of great interest to the real estate market. Among the actions required for the urban redevelopment of the area of intervention, the construction of 8500 units of Social Dwelling are estimated, a demand that originates from the intervention in favelas located over the stream of Águas Espraiadas and its surroundings. The housing demand is met by the Municipal Government of São Paulo City through the Secretariat of Housing and the Secretariat of Urban Development, and by the State Government through the Housing and Urban Development Company. Corruíras, built by the Municipal Government of São Paulo City, is one of the 45 Social Dwelling Complexes designed in expropriated lots located within the perimeter of the Urban Operation.

ACTUACIÓN

Since the completion of works on the second half of 2013, and the relocation of 244 families from favela of Minas Gerais to their new homes, urban environment and social structures have changed significantly. The buildings of the former favela were totally demolished, clearing the ground for the expansion works of São Paulo Subway, thus eliminating precarious housing conditions. The project brought improvements in the quality of the urban environment, with the regularization of part of the area occupied since the 80’s, and the elimination of geotechnical slips with risk of death or material loss. This process also contributed to the improvement of environmental affairs in the neighborhood, for example, the elimination of the disposal of domestic sewage in the stream of Água Espraiada. The choice of housing units, decided by the community, established criteria that benefited the already established group relationships and gave preference to elderly people or to people with special needs for the apartments near the main access and corresponding areas of recreation and community leisure, equipment and public transportation in the neighborhood. After two years in use, we can see that the project solutions aimed at ensuring the sustainability of the housing complex, such as use of energy saving devices, rational use of water and cooking gas showed the expected result, bringing financial savings for the families and conservation for the building. The project decisions have significant reflection on the post-occupation process and they were established from the comprehension of the socioeconomic features of the community.
